Risk mitigation spans agencies, disciplines, and worldviews, each with unspoken assumptions about what matters most. Creating environments where people from different institutions recognize each other’s starting assumptions, rather than talk past one another, is the work of governance.
Playing with Fire
Connecting communities and practitioners.
Emergent Risk Management looking uncommon ways to bridge divides and complicate overly-simple narratives. Most recently, that’s taken the form of a ‘serious game.’
Playing with Fire is a tabletop exercise built to surface implicit values and system dynamics. Players allocate limited resources across risk reduction strategies, prevention, mitigation, suppression, recovery, fire knowledge, social resilience, and Indigenous fire stewardship. Decisions are tested against wildfire seasons of uncertain severity. There are no right answers, but all kinds of generative questions.
Game development is led by colleagues from Natural Resources Canada, with help from the Province of Ontario, and presented at the 2026 Wildland Fire Canada Conference.
